MINUTES OF MARCH 4, 2003 MEETING
OF THE HANCOCK AMATEUR RADIO ASSOCIATION

President Harold Gillim (WE4G) called the meeting to order at 7:13 p.m.

The minutes of the February 4, 2003 meeting were read by Secretary Jim Mason (KG4RCX) and approved as read.

Treasurer Gerald Basham (KG4SQD) gave the Treasurer's Report. The beginning balance for the club's account was $125.00, which included membership dues and other contributions from members. The club had one expense during the previous month of $19.00 for the rental of a post office box. Basham reported that he had opened an account as directed by the membership at South Central Bank. The account will draw interest when the club is able to maintain a balance greater than $500, and there are not service charges associated with this account. President Harold needs to go to the bank with Treasurer Basham to sign a signature card in order that he will also be authorized to sign checks on the club's account when necessary.

Basham announced that the mailing address for the club is P.O. Box 92, Hawesville, KY 42348.

Ray Patton (N4RLU), chairman of the Communications Committee announced that the recommendation by the club to the Hancock County Emergency Management Agency for them to purchase the K4DC repeater at Lewisport will go before the Fiscal Court at their meeting on March 10, 2003 for approval of the release of funds.

Paul Vaughn (KF4ACQ), previously appointed by President Harold to coordinate Field Day 2003 activities made a motion that the club hold the event at the Emergency Operations Center in Hawesville and participate in the newly created F Class category created for clubs working closely with their local EMA divisions. The motion was seconded by Basham and passed without further discussion.

John Payne (N4COT) reported that he had been in touch with Frequency Coordinator for our area, Tim Osborne K4DTO, and had been given six possible frequencies that could be coordinated for the new Hawesville repeater: 145.250, 145.370, 146.715, 146.955, 147.015, and 147.105. The repeater can have a maximum effective radiated power (ERP) of 100 watts. After discussion on the various choices, the consensus was that Payne apply for the 146.715 frequency. Payne said that he would need to get with DES director Jim Inman to get the latitude and longitude coordinates for the application.

Mason asked "What is the time table for getting the repeater moved and set up?" President Gillim said that the machine could be purchased and set up at the new location by the next meeting.

Payne recommended that we leave the repeater on the current frequency of 145.130 until the next meeting. This will give the members opportunity to monitor 146.715 to see if we hear any activity on that frequency.

President Gillim announced that at the February 8 license testing date at the Elizabeth Munday Center, there were two who took and passed the Technician exam, and member David Garrett (KA4IWV) completed the paperwork necessary to upgrade from Technician Plus to General. The next testing date at the Munday Center in Owensboro will be April 26.

Gillim also announced that there would be a Weather Spotter training class in Lewisport on March 12 and in Owensboro on March 13. Everyone is encouraged to attend one of these classes.

Vaughn made a motion that the club pursues the possibility of having a booth on the 4th of July at Vastwood Park. Garrett seconded the motion. Discussion on the type of booth to have included funnel cakes, popcorn, soft drinks, etc. Vaughn agreed to check with the proper officials about reserving a booth.

By unanimous consent, John Payne (N4COT) was named the club trustee for the purpose of applying for a FCC call sign for the club. President Gillim will be named the club official on the license application.

The club asked Paul Vaughn to express their appreciation to his wife, Ricki, for providing a delicious cake as refreshment for the meeting.

President Gillim adjourned the meeting.

After the meeting Mason passed around some information about EchoLink a system allowing repeaters and computers to link worldwide via the Internet.

Members in attendance were Harold Gillim WE4G, Paul Vaughn KF4ACQ, Gerald Basham KG4SQD, Jim Mason KG4RCX, Jim Wedding KF4PSP, David Garrett KA4IWV, John Payne N4COT, and Ray Patton N4RLU who had to leave before the meeting started.
